Why is no one online?

Every time I log on no one is online whether its 11pm my time or 11am no one is online. Do we need more people to join? Because I could ask people from my colleges anime or gaming club for more users. Otherwise is it just because I haven't been accepted as an actual RP ninja yet that I can't see who's online.
